Well Requirements

Overview

Pursuant to the Indian Oil and Gas Regulations, 2019 (the "Regulations"), companies have various requirements before, during and after a well is drilled.

Submission Requirements

Pursuant to Sections 21 and 22 of the Regulations, operators must submit documents and information to IOGC and the First Nation's council throughout lifecycle of a well.

Before the Well is Spud

An operator must submit a copy of the provincial licence authorizing the drilling of the well and a copy of the licence application; the drilling and coring plan proposed for the well; the geological prognosis; any proposed horizontal drilling plan; and a copy of the surface lease survey plan.

Within 30 Days of Rig Release

An operator must submit all daily drilling reports for the period beginning on the day on which the rig move begins and ending on the day of rig-release; a copy of each wireline log prepared; the results of any drill-stem test conducted; a copy of the final downhole well drilling survey, if one is required by the provincial authority; any description, test or analysis resulting from an identification of any well sections that were cored; and a copy of the geological report, if one is required by the provincial authority.

Within 30 Days of Completion

An operator must submit all daily completion reports and the final downhole well schematic; a copy of each wireline log prepared; any core and fluid analyses prepared; any swab reports prepared; the results of any pressure or flow tests conducted, including the results of any surface casing vent flow test; a hydraulic fracturing fluid component information disclosure report; and a detailed report of any downhole well intervention or stimulation.

Within 30 Days of Recompletion or Workover

An operator must submit all daily recompletion or workover reports; a copy of each wireline log prepared; any core and fluid analyses prepared; any swab reports prepared; the results of any pressure or flow tests conducted, including the results of any surface casing vent flow test; a hydraulic fracturing fluid component information disclosure report; a detailed report of any downhole well intervention or stimulation; and the final downhole well schematic.

The recompletion of a well to a new zone will require issuance of a new Royalty Entity Number ("REN") by IOGC prior to production of oil and/or gas from the zone. The company must complete the New Royalty Entity Request Form and submit it to IOGC to apply for a new REN.

Within 30 Days of Downhole Abandonment

An operator must submit all daily operation reports relating to the downhole abandonment.

Within 30 Days of Surface Abandonment

An operator must submit all daily operations reports of the cut and cap operation and a copy of the final abandonment report submitted to the provincial authority.

Additional Information

An operator must submit any additional technical information about the well that is necessary to determine its productivity.

Well Conversions to Service Wells

Pursuant to section 103 of the Regulations, a lessee must apply to IOGC to use a well as a service well. The application must include a copy of provincial approval to use the well as a service well, and any data demonstrating benefits Nation, may approve the well as a service well.
